Abstract

Este artículo busca desarrollar la idea de que es preciso continuar repensando el funcionamiento del Derecho Administrativo para dotarlo de herramientas que permitan avanzar hacia la inclusión y alcanzar la verdadera democracia, lo cual requiere en primer lugar la inclusión en los procedimientos administrativos de modo de que los propios sectores excluidos sean participes y artífices de las decisiones públicas que les atañen, y por que no, sean partícipes y artífices de la creación de las normas que luego regulan -mediante ampliación o reducción- el ejercicio de sus derechos.
