This research focuses on studying Public Administration from a constitutional perspective. It is a descriptive study of the social public administration provider and its characteristics. Specifically, we will analyse the elements that characterise Public Administration in its provision of personal and/or material services, in order to consider the need to adapt current administrative legislation to allow for greater flexibility, given the markedly personal nature of its operations.
