El artículo promueve un estudio del control judicial de la actividad de la Administración Pública, tratando de demostrar los límites de los poderes del juez en situaciones en las que se le pide que revise un acto administrativo con carácter discrecional o político. Tratase de demostrar que la función del juez se limita a controlar la Administración Pública, sin que la sustituya.
