Abstract

Neste ensaio, o tema da profissionalização da função pública será tratado utilizando-se como referência a Administração Pública, aparelhamento do Estado que se encontra voltado, por excelência, à satisfação cotidiana das neces sidades coletivas, mas não tem legitimidade democrática direta, no
máximo, em situações excepcionais, legitimidade apenas indireta.
