Abstract

Nos importa ahora procurar explicar cuales son las cuotas o límites del poder del poder del Estado concedente que pueden ser transferidos o delegados al concesionario de un servicio público o de una obra pública; con la finalidad de visualizar los criterios o pautas que deben tenerse presente para que subsista el razonable equilibrio entre la soberanía política del gobernante en ejercicio de su legítimo poder o mando con los derechos y garantías individuales del ciudadano como tercero destinatario en esa relación contractual
