Information and communication technologies for cities: guidelines for reducing risks in public contracts

Abstract

The aim of this study is to identify guidelines capable of mitigating risks related to public contracts of information and communication technologies for smart city planning and implementation. The study starts from the premise identified in the literature review that there is an information asymmetry between technology suppliers and the contracting administration, which can result in legally and technically fragile contracts. The research is justified in the context of the digital transformation of public administration, which is one of the scopes of smart cities, aimed at increasing citizens' quality of life, promoting sustainable development, and evidence-based decision-making, purposes intended by public policies. The hypothetico-deductive method was adopted for an applied research with exploratory objective. A systematic literature review allowed for the qualitative identification of risks in the contracts of ICTs, for which guidelines were proposed for their mitigation. The identification of risks itself makes it possible to visualize areas or themes of procurement that present greater vulnerabilities that must be addressed.
