Abstract

Este estudo pretende demonstrar que os modernos vínculos de parceria do Estado com o Terceiro Setor já têm conteúdo que os aproxima de verdadeiros contratos administrativos, voltados à prestação de serviços de relevância pública. Mas é preciso que a legislação torne mais sistemático o tratamento dessas parcerias como contratos. Além disso, é necessário disciplinar, por lei, um processo administrativo de chamamento público adequado à celebração desses contratos.
