Interpretam-se as Políticas Públicas como um sistema, composto de vários subsistemas integrantes. O subsistema de controle social, como os institutos da participação do cidadão, precisa ser intensificado para um funcionamento equilibrado e eficaz desse sistema. O Direito Administrativo é chamado para essa missão democratizante.References
