Impõe-se, no presente momento de reconstrução do Direito Administrativo,a fixação de um novo paradigma administrativista, não mais centrado na noção de ato administrativo. Convém, neste sentido, fazer uma incursão nos intentos realizados no campo do Direito Comparado, sobretudo naqueles sistemas assemelhados ao nosso.
