O objeto deste estudo é examinar se a entrega de fatura do serviço público de distribuição de energia elétrica, direta ou indiretamente, pela concessionária, configura ofensa ao privilégio postal ou atividade inerente e essencial ao serviço público regulado, legalmente concedido pelo Estado ao particular.
